    Had a chat with Michael Noonan about this, (gotta love slack!) There are currently workarounds for this like scoping variables to steps or creating two environments and deploying to both.

    The best solution seems to be Cloud Regions which is coming as part of 3.4. I think that is the most clear way of addressing this issue.
