Extend granular permissions for tenant variable editing
Currently with the TenantEdit permission you are able to edit Tenant specific variables for the Tenant.
We believe this should change but would like opinions, we currently have two ideas.
Should we add a new permission TenantVariableEdit which will give people access to edit the variables connected to Tenants.
Or require both TenantEdit and VariableEdit together to edit the variables on the Tenant.

I think that TenantEdit allows you to change the settings for the tenant itself. Such as name, description and tenant tags. In my opinion that should be done by a person who designs the tenants. Having that in mind, populating the variables is a different thing and it should not be coupled with the ability to change the tenant itself. A separate permission achieves that.
