Add permissions to stop deployers from skipping steps
We need a permission to stop deployers from being able to skip steps.

I tried upgrading to 2018.4.6. I still dont see the Required checkbox in my process tab.

This is very similar to this suggestion,

Any idea if this feature will be added to 3.0. We'd really like to configure alerts to security that cannot be skipped when deploying to specific environments.

Allow for the locking of steps within a process so that users allowed to deploy cannot skip steps in the process. Example, we have notifications set up on our production deploys, but a user can skip those notification steps when deploying to that environment.
