Don't reupload identical packages, bonus: pre-upload packages!
Can you perhaps store the hash/checksum of a package and only reupload if it changes? It would save 20+ minutes for us each time we get a failed deployment.
Also, the ability to pre-upload those packages would be very beneficial as we can upload during the day and perform the deploy during our given window - which would minimise the down-time

I think that both of these suggestions have been implemented for some time:
1. We check the file hashes before uploading them to the Tentacle; if the hashes match we skip the upload.
2. You can make a manual step the first step of your deployment. Octopus will upload the packages, and then pause for the manual step. When you are ready, just click 'continue' on the paused deployment.
